In early 2002, as one of the first acts of his presidency, President George W. Bush signed into law the "No Child Left Behind Act." It was based on concepts he developed as Governor of Texas with the help of Rod Paige, his first Secretary of Education. A key provision of the "No Child Left Behind Act" is federally mandated standardized testing for all students. In order for students to progress to the next grade they must pass standardized tests. Public schools have no discretion as to the administration of these tests. They are required. These tests are based on the Texas Assesment of Knowledge and Skills (TAKS). They are comprehensive, challenging, and become harder as the students advance to the next grade. This means that the testing bar is constantly being raised for students and more responsibility is placed on teachers and administrators to help students succeed.
